ACA-Related Provisions of the American Rescue Plan
The American Rescue Plan Act, signed into law on March 11, 2021, includes several provisions related to the Affordable Care Act (ACA), including:
Expansion of Premium Tax Credits: Expands the premium tax credits for health insurance purchased through the ACA marketplaces for 2021 and 2022 and makes them more generous, especially for people with incomes between 100% and 150% of the federal poverty level.
Elimination of “Family Glitch”: Eliminates the “family glitch” that prevented some families from receiving premium tax credits for health insurance coverage, effective for 2021 only.
Continuation of COBRA Premium Subsidies: Extends the COBRA premium subsidies for people who lost their employer-sponsored health insurance due to the COVID-19 pandemic through September 30, 2021.
Changes to Provider Relief Fund: Makes changes to the Provider Relief Fund, including allowing providers to use the funds for a wider range of activities and extending the deadline for using the funds to the end of 2021.
Funding for Health Equity: Provides funding for programs to reduce health disparities and promote health equity, including funding for community health centers, mental health services, and substance use disorder treatment.
